Strictly speaking, &quot;illegal&quot; is when you do something which breaks a law. &quot;Unlawful&quot; is when you commit an act which is not permitted by law i.e. where there is no law that says you are allowed to do it.

So, it&#039;s illegal to steal a car, because the law says you&#039;re not allowed to. It&#039;s unlawful to drive that car without a licence, because the licence is what permits you to drive it.</description>

Late to the party on this but trolling, bullying &amp; mockery are different things. They spring out of different motivations and for different results. 
Bullying springs from a lack of self assurance &amp; is to make ones self feel better. 
Trolling springs from a belief that the Net is not serious &amp; treating it as such is silly. This is done by using arguments or comments that by themselves are semi-innocuous but cause some to over-react. Similar to leaving a dirty cloth on the desk of an OCD individual. ie winding someone up. 
Mockery is a tool used for both of these ends and for others, so is satire, sarcasm, pedantry &amp; facetiousness. Using these does not make one a troll but a troll will most likely use some of them.</description>

The identity of the publisher doesn&#039;t really change anything, extraordinary claims require extraordinary evidence.  Particularly when those extraordinary claims are not necessarily widely understood as extraordinary and the writer runs the risk of entrenching popular misconceptions.

With regards to Australia&#039;s regulatory space around online policy I&#039;m not really sure I can help you.  Without understanding what specific research you do, on what, for whom, I&#039;m not sure what you understand of the how our regulatory frameworks operate compared to how things typically work elsewhere.  I&#039;d suggest Irene Graham or Electronic Frontiers Australia (and internationally the various Electronic Frontiers &lt;something&gt; organisations) as a starting point.</description>
